Gin-file ang panumbungon sa Quezon City Prosecutor’s Office bangud sang ginaalegar nga paglapas sa Article 142 (Inciting to Sedition) sang Revised Penal Code, in relation sa Republic Act No. 10175 (Cybercrime Prevention Act of 2012).
Base sa Quezon City Police District Personnel Records and Management Division, si Fontillas ang naka-assign sa District Personnel and Holding Admin Section (DPHAS) as of February 20, 2025. Nag-absent without official leave (AWOL) ini humalin sang Marso 6, 2025.
Yari ang statement sang QCPD:
“The Quezon City Police District (QCPD) has formally filed a complaint against Patrolman Francis Steve Tallion Fontillas for violating Article 142 (Inciting to Sedition) of the Revised Penal Code, in relation to Republic Act No. 10175 (Cybercrime Prevention Act of 2012) before the Quezon City Prosecutor’s Office. This action stems from his social media posts following reports of former President Rodrigo Roa Duterte’s arrest.
Records from the District Personnel Records and Management Division (DPRMD) indicate that Pat. Fontillas has been assigned to the District Personnel and Holding Admin Section (DPHAS) since February 20, 2025, but has been absent without official leave (AWOL) since March 6, 2025.
The QCPD reminds all personnel to adhere to the highest standards of professionalism and discipline. PNP officers shall remain apolitical and non-partisan at all times and we must refrain from posting unauthorized and biased contents in social media and other communication platforms.”

“Nag-file ako ng leave from March 6-19, and it was approved and signed, witness pa ang asawa ko noong nag-file ako at noong inaprubahan ng Chief Admin, tapos sasabihin niyong AWOL ako? Ang kukupal niyo naman talaga!,” post sini.

Sa bahin ni PNP chief Police General Rommel Francisco Marbil, ginpahanumdom sini ang istrikto nga pagsunod sang police organization sa neutrality sa pihak sang tuman nga gahod sa pulitika.

Let this serve as a warning—any police officer who undermines our core values of integrity, service, and professionalism will face the full force of the law.
