Ginhingyo ni Senator Bam Aquino nga ibalik sa executive ang proposed P881 billion budget sang Department of Public Works and Highways (DPWH) para sa masunod nga tuig.
Ini matapos nakit-an ang madamo nga “red flags” ukon kwestyonable nga items.
Lakip sa red flags amo ang ginmuno ni Senator Panfilo Lacson nga halin sa Metro Manila pakadto sa Central Luzon, may 500 items na nga may palareho nga amount nga P75 million, P100 million, P120 million, kag P150 million kada isa sa DPWH proposed budget.
“I’d like to propose [that] we should schedule an executive session. Way forward po ito kasi with your guidance we are willing [to] amend and delete all these similarly costed projects, but we want to know ano ang direksyon ng national government [at] saan namin dadalhin,” suno kay Lacson.
Sa ginpresentar naman ni Senator Sherwin Gatchalian, may mga proyekto nga wala sang station number; may duplicated projects sa kabug-usan nga budget; may mga proyekto nga “divided into phases” nga may pareho nga amounts; kag may projects nga nagagamit sang termino nga “with packages” nga ara sa pareho nga area.
May mga proyekto nga may pareho nga round number sang amounts; may projects nga may specific code names samtang may iban naman nga inconsistent ang label; samtang may ara man nga nagtuhaw na sa 2025 General Appropriations Act apang ara pa gid sa 2026 National Expenditure Program
“Let’s refuse to accept this DPWH budget. There is an ongoing investigation; inaaral ang mga proyektong ito. There are so many questions, there [are] so many red flags that you have already pointed out, so wag po nating tanggapin ito. Ibalik natin ito sa executive, you have four months to give it back to us na maayos na, wala nang ghost project, wala nang flood control sa mga lugar na wala namang flooding,” suno kay Aquino.
Dugang niya: “Sabi nga po ni Presidente, mahiya naman kayo. Let’s come up with a DPWH budget–a real flood control budget na maipagmamalaki natin at hindi natin ikahihiya at wala na po dapat red flag.”
Nagsabat naman si Budget Secretary Amenah Pangandaman nga indi ini mahimo mapasugtan sa budget process matapos nga napasa na ang expenditure plan sa Kongreso.
“So that’s why the budget process is that the executive proposes and the legislative can amend,” suno sa tiglikom. Apang dugang sini, nagapakig-angot na siya kay DPWH Secretary Vince Dizon para repasuhon ang mga programa sang ahensya kag kakason ang indi naman kinahanglanon.#
