On Monday, February 10, former House Speaker Pantaleon Alvarez, Atty. Jimmy Bondoc, and Atty. Ferdinand Topacio filed 12 counts of falsification of legislative documents and violations of the Anti-Graft and Corrupt Practices Act against House Speaker Martin Romualdez, House Majority Leader Mannix Dalipe, Representatives Zaldy Co, Stella Quimbo, and others before the Ombudsman.

The charges stem from allegations of P241 billion in supposed insertions in the 2025 national budget.

The controversy also involves previous criticisms from former President Rodrigo Duterte and Davao City 3rd District Representative Isidro Ungab, who raised concerns about blank items in the bicameral conference committee (bicam) report.

In addition to the charges, Ungab has called on the Supreme Court to declare the 2025 budget unconstitutional.

The case continues to garner attention as investigations into the alleged budget anomalies unfold.
